This track will explore the policy issues generated by consumers’ increased reliance on innovative mobile wireless products and services, including fourth generation wireless capabilities, mobile healthcare, smart energy, broadband adoption and USF, along with the legislative and regulatory challenges and opportunities policymakers face on the state and federal levels.
Day One: Tues., October 11Plenary Key Federal and State policymakers will discuss wireless policy hot topics on a range of issues including wireless broadband, consumer protection, public safety, spectrum, USF, and more. Panelists will answer questions about policies they think will best spur wireless’ continued growth, innovation, and evolution. The Search for Spectrum: Fueling the Mobile Revolution Policymakers in the Administration, Congress, and the FCC are seeking more spectrum to meet the growing needs of consumers and to deliver on the National Broadband Plan’s target of 300 MHz of new mobile broadband spectrum by 2015. This panel will address those efforts, the challenges to the Commission’s identified targets for mobile broadband reallocation, additional areas that the Commission can look to reallocate spectrum, and next steps to meet the Nation’s wireless broadband needs. |
Day Two: Wed., October 12Plenary The FCC is heading into the home stretch in its efforts to reform the high-cost and low income universal service programs. The FCC hopes to bring broadband to millions of Americans, put USF and ICC on a fiscally responsible path, and provide incentives for efficient operations. As the FCC, State Commissions and industry stakeholders work to shape this monumental process, this panel will address the policy, regulatory, and legislative challenges and opportunities presented by this transition and the impact for mobile wireless consumers. Wireless Infrastructure The continued buildout of modern wireless infrastructure is a core component of delivering cutting edge wireless broadband services. This panel will examine key issues and challenges to the siting of wireless facilities. The experts also will discuss initiatives arising from the President’s “National Wireless Initiative,” efforts by Congress and the FCC to speed ubiquitous wireless broadband, and the role of federal, state and local authorities in streamlining the facilities siting process. |
